2025 Annual General Meeting Materials

The 2025 Annual General Meeting (AGM) is set for an in-person meeting at the East Whatcom Regional Resource Center on Saturday, October 25th, 2025 at 11:00 AM PDT.

AGM information was mailed to members on October 1, 2025. For members unable to attend, proxy forms were included in that mailing, and must be returned either by post - postmarked by October 18, 2025 - or via email to info@glaciersprings.org by October 22, 2025. Failure to secure a minimum of 50 proxies or in-person member attendees will cost the Association considerable expense to hold a second meeting, so please return your proxy or plan to attend on October 25th.

IMPORTANT REMINDER: GSPOA Water System still on Boil Water Advisory

Dear GSPOA and Glacier Green Property Owners,
We received verbal notification this afternoon that from our routine testing of the water system, trace amounts of coliform and E. Coli were found in samples taken on Monday, 5/19/2025.  We will do a second sampling tomorrow, 5/22 but will not know those results until 5/23.  We will let you know when we receive them.  You can view the water test results on our website here when we receive them: https://glaciersprings.org/water-system-test-results/.
This is a reminder that Glacier Springs Water System ID# 27755 and Glacier Green remain under a Boil Water Advisory. DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST. Bring all water to a rolling boil for 1 minute, and let it cool before using. Boiled or purchased bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling kills bacteria and other organisms in the water.
I’m attaching a document which is available from the Department of Health that explains what E. Coli is and how to remediate by boiling drinking water or using plain household bleach, as well as providing some generally information on coliform bacteria/E. Coli.

Glacier Springs Water System - Sanitary Survey Results

A sanitary survey is a periodic inspection of water system facilities, operations, and records. It is used to identify conditions that may present a sanitary or public health risk. Washington state drinking water rules require all Group A public drinking water systems to have a routine sanitary survey once every three to five years. The results of Glacier Springs Water System updated survey for 2025 is linked below for your reference.

UPDATE: Main Water Meter Replacement Complete - Thursday, February 20, 2025

UPDATE: As of 12PM Thursday, February 20th, the main meter replacement project is complete, and water is again available. Thank you for your patience whilte this necessary system update was performed.

NOTICE: The main water meter for our GSPOA water system will be replaced on Thursday, February 20, 2025. For this critical work, there will be moderate chlorine added to the system starting this Tuesday and the water will be shut off on Thursday morning at 9am.
  • Reminder: The system is still on a boil water advisory!
  • Moderate chlorine addition starting Tuesday – Thursday, February 18-20, 2025
  • Planned water outage between 9 am – 5 pm Thursday, February 20, 2025 for planned critical system maintenance/repairs
  • Chlorine will dissipate over the following days. Using a Britta filter system may help alleviate the chlorine taste/smell.

UPDATE: Work at the Spring Source Complete

Work at the spring box has concluded for now and water is flowing into our storage tanks. Thank you for conserving water the last few days.
The spring box area was excavated, resealed, and regraded for better drainage. We will meet with the engineer on Monday to get updated on all the work that was done and what they suggest for additional protection. A flush valve was installed and this will be a valuable asset as we move forward with other work.
A reminder that we are still under a Boil Water Advisory.

Update to Water System Operating Status from DoH

Dear Glacier Springs and Glacier Green property owners,

Glacier Springs’ water system (#277559) is currently under Blue Operating Status as designated by the Washington Department of Health (DoH) and is under a Boil Water Advisory. This designation allows us to continue issuing water connection availability and collecting the associated connection fees for properties that have received initial zoning committee approval per the Association’s zoning processes: https://glaciersprings.org/building/.

Other permits, including occupancy permits issued at the end of construction, remain at the discretion of Whatcom County and may be affected by the water system’s status. Issuance of a water connection and payment of the associated fee is not a guarantee of Whatcom County approval, especially while the Blue Operating Status remains in effect. We recommend that property owners consult with the County to understand any potential impacts on their projects. Updates on the water system’s status will be communicated as they become available.Please note that our boil water advisory is still in effect. Please be assured that the board is working as diligently and quickly as we can to add a chlorination treatment system for safe drinking water.

Association Update for January 9, 2024

Hello, GSPOA owners,

It has been a while since our last update, so we wanted to provide one. Since our Annual General Meeting and update on October 18, we have not had any E.coli hits and continue to get satisfactory coliform results. We are still under a Department of Health boil advisory. Bring water to a rolling boil for one minute and let cool before using.

Thank you to those who have volunteered to serve on a committee! It’s the first time in GSPOA history that we’ve had such great participation.

  • The Water Committee has met and is currently soliciting quotes from contractors for the spring box repair (known as “Phase 1”) and for engineering quotes on possible treatment options (known as “Phase 2”). The committee will make recommendations to the board and once those are approved, the board will send out a special meeting notice to discuss and vote on possible expenses and work. Anything over $10,000 needs to be approved by members.
  • In the coming months, the committee is identifying and fixing leaks around the water system. We are also in the process of getting bids for hazard tree removal around the tanks and spring box area. We hope to start that work in late January.
  • The Finance Committee will be meeting in a few weeks. The Finance and Water Committees will be working closely together on all project budgets/cash forecasting.
  • By-Laws and Covenants Committee is being scheduled.
  • Zoning Committee will be scheduled soon as well.

Water Update for 10/18, and Reminder about Boil Water Advisory

Hello, everyone –

We received water test results earlier today and of the eight tests, two were positive for coliform and one was positive for E.coli. This is a reminder that we are still under a boil advisory. Bring all water to a rolling boil, for 1 minute, and let it cool before using.

Thank you to those that attended the AGM and the informational webinar online. The new board met Monday, October 16 and, in the coming weeks, we will be working on scheduling another informational meeting with the Department of Health to address outstanding questions and working on next steps.
